Dane County Awards $25 Million to Create Nearly 500 New Affordable Housing Units

Affordable senior housing is the focus of many of the awards

 

DANE COUNTY – Dane County will award $25,279,999 in 2025 to help bring six affordable housing projects to reality, County Executive Melissa Agard announced today. These projects are being selected now through the Dane County Affordable Housing Development Fund (DCAHDF) so that developers can secure the full financing needed to begin construction. As projects finalize their funding and move toward closing—expected as early as late spring 2026—they will return individually to the County Board for final approval. Together, these efforts will create 494 new affordable housing units, including 374 in the City of Madison and 120 in the communities of Fitchburg and Mount Horeb.

 

“Affordable housing is the foundation of opportunity for people across Dane County,” said County Executive Melissa Agard. “These awards will help us expand safe, stable housing for seniors while also supporting families and individuals - especially those experiencing housing insecurity. By investing in senior housing, we are ensuring that older adults can age with dignity and security in the communities they call home.”

 

The Dane County Affordable Housing Development Fund was originally created in the 2015 budget and establishes a source of funding to assist in the creation of affordable housing in Dane County. Since its inception, the Fund has committed more than $60 million to affordable housing projects, resulting in thousands of new units being built across the county.

 

In 2025, submitted eligible applications totaled nearly $44 million in requests to the DCAHDF. With over $25 million available to award, the county prioritized projects that leverage state and federal tax credits and maximize the number of affordable units created.

 

The projects being funded this year by Dane County include:

 

A. $8,000,000 – Oak Ridge Fitchburg (Fitchburg)

Lutheran Social Services of Wisconsin and Upper Michigan, Inc. & JT Klein Company, Inc. – 80-unit senior development at Orchard Pointe Lot 11. Includes 48 1-bedroom and 32 2-bedroom units. All 80 units affordable: 17 at 30% CMI, 34 at 50% CMI, and 29 at 80% CMI. Sixteen units targeted to households experiencing homelessness. The project has secured a 9% tax credit award.

 

B. $900,000 – United Residences Senior (Madison)

Dream Real Estate – 24-unit senior project at 709 Northport Dr. Includes 13 1-bedroom and 11 2-bedroom units. Five units affordable at 30% CMI, 10 at 50% CMI, and nine at 80% CMI. Five units targeted to households experiencing homelessness. A 4% Federal Non-Competitive tax credit application was submitted to WHEDA in July.

 

C. $3,800,000 – Oak Ridge Mount Horeb (Mount Horeb)

Mount Horeb Community Development Authority & JT Klein Company, Inc. – 40-unit senior development at 101 Perimeter St. Includes 24 1-bedroom and 16 2-bedroom units. Eight units affordable at 30% CMI, 16 at 50% CMI, and 16 at 80% CMI. Eight units targeted to households experiencing homelessness. The project anticipates submitting a 4% tax credit application to WHEDA.

 

D. $4,000,000 – United Residences (Madison)

Dream Real Estate – 80-unit project at 709 Northport Dr. Includes seven studios, 33 1-bedroom, 21 2-bedroom, and 19 3-bedroom units. Sixteen units affordable at 30% CMI, 32 at 50% CMI, and 32 at 80% CMI. Sixteen units targeted to households experiencing homelessness. A 4% Federal Non-Competitive tax credit application was submitted to WHEDA in July.

 

E. $3,500,000 – Timberline Terrace (Madison)

Timberline Terrace, LLC – 93-unit project at 4506 Verona Rd. Includes 45 1-bedroom, 23 2-bedroom, and 25 3-bedroom units. Twenty-one units affordable at 30% CMI, 41 at 50% CMI, and 31 at 80% CMI. Nineteen units targeted to households experiencing homelessness. The project has secured a 4% tax credit award.

 

F. $5,079,999 – Volker & LSS – Madison 4% (E. Wash & Fair Oaks, Madison)

Volker Development, Inc., Gabe Fritz, and Lutheran Social Services – 177-unit project at 3357–3375 East Washington Ave and 922–930 N. Fair Oaks Ave. Includes 76 1-bedroom, 68 2-bedroom, and 33 3-bedroom units. Thirty-six units affordable at 30% CMI, 60 at 50% CMI, and 81 at 80% CMI. Thirty-six units targeted to households experiencing homelessness. A 4% Federal Non-Competitive tax credit application was submitted to WHEDA in August.

 

Dane County used an application process to review eligible projects. Resolutions specific to each project will be forwarded to the County Board to approve financing structures.
